I had noticed the map technique for grouping links in the WCAG 1.0 techniques doc but the problem for screen reader users is that JAWS or WinEyes support for the title is limited. It does not announce the start and end of a map element nor the title on the map. I have written to makers of both screen readers to enhance support for title more than once but have not seen any change in the products. So I have no indication that a map element has been used to group links.
