just a point to consider, if and it is a big if, everything is kept in
house then yes it doesn't matter what format is used as long as the
employees can use it.  but as soon as it becomes a public access document
then it must meet 508.

and many cities are running very short budgets and are discovering linux,
more and more cities in the US and the world are using it.
