At the end of the day if you give the end users the freedom to add their own content to a site it is impossible to guarantee that the content is 100% accessible. We are prepared to guarantee that the framework and design is accessible and that users are forced to comply by forcing them to add alt text to images and titles to tables and links, etc. We also restrict the options in the editor so that they cannot change colours, however some insist on an html view in the editor so there is scope for them to mess it up. We have also looked into adding a Bobby style checker into the admin system to check all pages before they are saved, however it is expensive and still can't test every issue. At the moment we have only used the CMS for our own clients, but are currently working on a new version that will be easier to distribute and configure.
