Possible additional CSS media type: 'reader'

In the wake of my published evidence (and other people's, too) that
Fahrner Image Replacement does not work with screen readers when used for
text, and at one CSS Working Group member's request, I have suggested a
new CSS media type, 'reader,' that would make screen-reader behaviour
legal under CSS. Also, a separate media type of 'magnifier' could be
considered.
