Oracle's Portal product is accessible (coded to most AA, with all AA due out next year, and already fully coded to Section 508). Since it is both a runtime and development tool, some useage caveats apply - but these are very easy to follow. There is even a mini whitepaper called "Building Accessible Portlets."
