I would be enclined to put their use in for instance, Begin section one or
see items listed below, or just a row of dashes would work if they serve no
purpose other than to trin.

What would be the appropriate alt for the two grey horizontal bars on the
page http://www.gla.ac.uk/adulteducation/ ? The images are named x.gif and
grey.gif. I've gone with " " for the moment, thinking that they're pretty
much spacer images. Is this correct?
