My browser tells the server that I use English, it even lists dialects for it in my order of preference. What possible use would I have for a usemapped jpeg, with no alt text, showing pictures of text in languages I've told the server I don't want to use. At least I'm better off than the poor Greek speaker who has to find the animated gif with the English alt text that leads him or her to this, and then click on "Καλώς ήρθατε" to get the further jpeg picture of yet more Greek (presumably they don't actually send text for fear than many people who can only read Greek wouldn't have Greek fonts installed!). They couldn't even have used a standard langtag for the URI, but made up their own instead. This is not an i18n solution.
