The actual U.S. 508 Law/regulation/standard is kept on the Access-Board site at http://www.access-board.gov/508.htm, which includes the Law, the purchasing regulation, the standard, and technical assistance (guide to the standards). I tell others that the law and regulation are "policy" which does not relate to WAI documents, while the technical standard relates to WCAG 1.0 and the assistance (Guide to the standard) relates to the WCAG techniques.
