Accessibility Sidebar (508/WCAG)

While this began as Section 508 page, I decided that I wanted to broaden 
the scope to also include the WCAG guidelines which cover a wider array 
of topics.

I'm hoping this will be of interest as a part of the WAI mission. 
Possible additions to the page would be:

1) Show only Section 508
2) Show only WCAG
	a) show only p1
	b) show only p2
	c) show only p3
3) Provide different color options for p1/p2/p3

The page is designed to be used as a Mozilla/Opera sidebar/panel, but 
may have other purposes as well.

The Section 508 and WCAG items which are similar to each other are 
placed next to each other, but this was done based on my own reading of 
them.

The numbers are provided for reference purpose only, but may not appear 
in a later version.
