The NZ Govt Web Guidelines, as discussed at the IG meeting last week, 
are available at:

This page gives brief information about the status of the guidelines, 
and an email to send in feedback. There are links to the guidelines 
in a range of formats.

Section 4 on Design has the info about accessibility.
