Bob Well not realy programs...fonts. Most of the modern browsers support Unicode. ASCII has been superceded largely by unicode for modern programming as it supports a much larger range of symbols than Extended ASCII which remains a subset of Unicode just as ASCII is a subset of EXtende ASCII. FOr instance in the browser I was using (IE6) it automaticly detected that the language used was Thai and displayed correctly. Of course I can select languages from the view Encoding menu if the language pack is one that has not been installed by default it will promt me to install it. Of course you must know the language to read it. I guess three years till it can be translated automaticly.
