link for supported decision making

Hi Folks


I was trying to get the main branch updated yesterday in time for the
meeting when there were internet issues with cloudflare. As a result, I did
not get a chance to check the links before the meeting.

Their were some bugs, especially with the paper on Supported
Decision Making. Unfortunately, to do a pull request I need reviews, and
with the time differences etc, it will probably take a while.

a less buggy version.
The status of this document section seems to be duplicated in this one as
well, and we are still working on the references,  but other than that it
seems ok.
