Please review changes to guideline list

Hello,

We are preparing a Pull Request for review that updates the current placeholder list in WCAG 3 with the one we are working on. A number of changes were suggested to the outcomes list based on the previous reviews. We've broken each change into its own comment in the GitHub discussion.

Please take time in the next few days to review the the proposed changes to the outcomes<https://github.com/w3c/wcag3/discussions/60#discussioncomment-9132933> and provide feedback. I'll roll the feedback into the PR as we get it.

This is not the last chance to review but we would appreciate the early feedback.
