WCAG 2.2 proposed to recommendation stage

Hi everyone,

This is to note that there were no normative changes to WCAG 2.2 during the PR process, as part of the transition request to go to recommendation.

The only changes after PR were the non-normative notes added to mitigate objections from folks interested in internationalisation.

There were no responses to the email. A few people commented on the PRs which were incorporated and iterated with folks from the Internationalisation task force..

Overall, we are taking this (and the previous CFC on the CR transition) as group approval for the PR version of WCAG 2.2.
