RE: Focus appearance updates

In the previous discussion it was agreed that every focus indicator which passes the old version should also pass the version we finally come up with.
The user research we have seen is interesting, nevertheless it had only one single element with one single appearance in test, and it did not test dotted or dashed appearance (2px wide) which usually for a unique pattern on the screen and thus are easy to grasp.
In the current version, these pass by the "4 times the shortest side" wording plus "at least 2 px wide".

I agree the first part can be dropped. It was added only to give a simple version, yet it is covered by the second part.

Either requires re-entering CR, so we might as well go with the best version we can.

The language gets quite tricky if we say "twice the size", e.g.

I read that and think, "why isn't it just 2 CSS pixels"?
