Also, to possibly thin-slice this some more: noting that 2.4.7 talks 
about a "keyboard operable user interface" as a whole, possibly meaning 
the entire experience of the page. It does not say "Any keyboard 
operable *user interface component*" (with link to 
https://www.w3.org/TR/WCAG21/#dfn-user-interface-components).
