Move WCAG 2.2 to Candidate Recommendation (Take 2)

We had three discussions on this topic on Dec 21st, Jan 15th, and then Feb 22nd where the resolution came about:

We had slightly more people involved in the voting/discussion at that time, and the purpose of the recent survey was to establish if there was a significant change in the group’s opinion, or if we could reduce objections by a change.

That didn’t appear to be the case, so we maintained the previous resolution.
