Hi Juanita,

It is my proposal that "requirements" are, well, required. I've previously
noted that with Gold, Silver, Bronze, we seem to already be signally (not
incorrectly IMHO) that, in the words of IBM
<https://github.com/w3c/silver/issues/498> "*...**the working group’s
intent of moving away from a "no-defects" conformance model to have
conformance better able to reflect real-world accessibility, including
making allowances for bugs and other low-impact issues.*" I thus see this
as entities will strive to meet ALL of the requirements of WCAG 3, but that
they will not be adversely penalized if they are not 100% successful - they
won't have a perfect score, but that there is some flexibility between
perfect and 'good enough'. (Good, Better, Best == Bronze, Silver, Gold)

I also noted that finding the balance between requirements and protocols in
a scoring model will need to be looked at, but yes, broadly speaking I had
envisioned a final score being the combination of how successful the entity
is in meeting the ACT-rules 'requirements' PLU additional score points for
"voluntarily" adopting protocols.

The trick of course is to make protocols worth enough points towards the
final score that while voluntary, committed organizations will still seek
to adopt Protocols - both for the value they provide in the 'educational
context', but also because it helps them with their final score. The score
needs to reflect the commitment an entity makes when they 'promise' to
adopt a specific protocol. (And, in my mental model, the WG will both
determine which protocols are in scope, as well as assign a point value for
each protocol - some protocols likely worth "more" points when adopted,
because the anticipated outcome of adoption moves the ball a little bit or
a lot, as determined by us, the SMEs).
