CFC - ACT rules update

Call For Consensus — ends 20th December at mid-day Boston time.

The Working Group has discussed a change to the ACT Rules:

The ACT TF has made two (minor) changes to it, which allows them to take some repeating content out of several existing rules.

This would result in a republication of the same document, not a version number change.
