OK, well, it was something that the people on a recent call agreed to, so I'll have to see if we'd get objections the other way. It doesn't change the requirement, so it is a presentational aspect. Chair hat off: I think the overall objective is targets with sufficient size (1), so it is reasonable to start the SC that way. It also follows the format of other SCs like 2.5.4 & 2.5.5.
