In the UK you can be prosecuted for drink driving whilst in a parked car, or even whilst not in your car if you have the keys. But I digress… I still think that SCs apply across states, including 4.1.2 and this new one, and the SC scope is about having a visual indicator in advance of the state change. If we re-formulated to something like 1.4.13 I think it would be: “Where receiving pointer hover or keyboard focus triggers user interface components to be visible, information needed to identify that user interface components are available is visible, except when:” Is that better? -Alastair
