I feel the intent is not fully reflected in the SC.

In the intent it says (emphasize by me):
The intent of this Success Criterion is to allow users to immediately review and correct any entries made in form process. This should be possible any point in the process prior to submission without restarting the entire form process or waiting until just before submission.

This 'at any time before submission' is not reflected in the SC.
As this makes a big difference and foreseeing discussions with authors and developers,
I think this SC needs some more work.
