Reflow 'down to', rather than 'at'

Hi everyone,

On the call today we decided that adding the requirement for reflow "down to" 320px (horizontally) would be a useful thing for WCAG 2.2.

The next question is 'how', i.e. is it a update to the current SC, an additional SC, or something else?
