CFC - Add Dragging SC to WCAG 2.2 draft

Call For Consensus - ends Friday May 15th at 5pm Boston time.

This is a re-run of the previous CFC Dragging, where the definition of 'dragging movement' was updated.

The CFC is for adding the proposed criteria and documents to the working draft in order to present it for a wider public review.

The Pull Request in github shows the new SC (in the understanding document), and includes links to preview the understanding document, and the techniques:
