CFC - Add Dragging SC to WCAG 2.2 draft

Call For Consensus - ends Friday May 1st at 12pm (midday) Boston time.

The Working Group has discussed the new Success Criteria for WCAG 2.2: Dragging.

The Pull Request in github shows the new SC (in the understanding document), and includes links to preview the understanding document, and the techniques:
