Two SCs coming up for CFC

Hi everyone,

We've got two new success criteria prepped for inclusion in the working draft:

Redundant Entry:
https://github.com/w3c/wcag/pull/1046

Dragging:
https://github.com/w3c/wcag/pull/1113

They are transfers from the google doc (so should match what you've seen before), but this is the last chance before the CFCs to comment.

NB: AndrewK had already reviewed Redundant entry, and based on the review we combined the two techniques from the document into one, so it has slightly changed.
