Hello fellow AG Members, Much as I would like to see SC 2.4.7 (present form) as a Level A SC, it is now moot. Most accessibility laws and court decisions require at least Level AA, so one has to meet all Level AA Scs including SC 2.4.7 whether at Level A or Level AA. I am against changing the level of, or adding text to existing SC 2.4.7. Consider someone committed to WCAG 2.0 Level AA e.g. a U.S. gov agency using revised Section 508. Content that has focus visible today under WCAG 2.0(AA) will not pass a modified SC text if the page is re-evaluated because of content changes. Here is another approach for consideration which has three parts to it: a. Perhaps newly defining "visible keyboard focus indicator" is another way of getting it into normative requirements for WCAG 2.2 and onwards without adding a new SC or changing levels. This term is undefined so far. b. The definition of what is being suggested as "enhanced focus" should be included in this definition and flagged as a WCAG 2.2 entry in the definition list. c. Finally, in the Understanding doc, explain what visible focus means by drawing attention to the definition and state that it is highly recommended for WCAG 2.0 / 2.1 but required to pass WCAG 2.2. If an automated tool can test for visible focus, the additional demand of WCAG 2.2 should be an add-on for WCAG 2.2 compliance only.
