RE: Removing 1.4.8

Wayne, do you think the justification requirement of 1.4.8 is clearly covered by SC 1.4.10?

Except for color access, the content of 1.4.8 has been subsumed by 1.4.10 Level AA.

I suggest removing all but 1.4.8 1. Foreground and background colors can be selected by the user and keeping that Level AAA.
