Reading this discussion, I think it would be helpful to clearly distinguish between two meanings of ‘process’: (1) site development process, and (2) user process i.e., task (e.g. traversing a site, ordering a product, writing a comment, or whatever). These are completely different issues.

For the second one (user process), it should be possible to develop certain metrics the application of which should be largely independent of specific tests involving users with disabilities (I agree with Alastair that it is very hard to draw firm conclusions from user testing with sample sizes that are achievable). 
The first one, development process, is interesting, but certainly less universally applicable since so much depends on the corporation of the site owner.
