I'm not comfortable using an archive.org link. It's a great resource to 
find stuff that has been removed from its original location, but I don't 
think it should be a "plan A" link location.

For some resources we might put a copy on W3C site, with suitable 
permissions. In this case though it seems to be very individually 
authored and not something it would be W3C's role to publish. I see 
Knowbility affiliation listed at the top. Would they be willing to 
publish it?
