Both of these are missing the fact that we are only requiring this when it is about the user filling in the form. User-specific is trying to meet this but doesn't get there as all the information is about *a* user - just not *the* user filling in the information. As autocomplete is the only way to accomplish this at the moment, and that adding this to forms when the information is not about the user filling in the form would have negative usability consequences, I object to both of these versions.
