Re: Updates to Understanding 1.4.11

 I think we need to interpret the "component" as including its focus
indicator as part of the component in the understanding.

So in the understanding it could be.

"... except for inactive components or where the appearance of the
component **(including its focus indicator)** is determined by the user
agent and not modified by the author;"
