RE: Updates to Understanding 1.4.11

I think we need to put the point of the sentence at the start of the sentence, followed by the exceptions.  My recommendation:

 

The visual focus indicator for a component must have sufficient contrast against the adjacent background when the component is focused, with the exceptions of when a component is inactive or where the appearance of the component (including its focus indicator) is determined by the user agent and not modified by the author.
