It's not super-duper simple, but for the sites I listed, find them in 
the implementations page and look at the "evals" column. If the number 
is less than 2, the site definitely needs another evaluator. If the 
number is 2 or greater, you can follow the link to see a table with the 
evaluation results, which includes people who started an evaluation. If 
the results for some evaluators are looking sparse, and in particular if 
there aren't at least two results recorded for each SC, then the site 
still needs evaluation - though the evaluators who began may or may not 
still be planning to complete their evaluation soon. In a case like this 
I'd focus your efforts just on the SC that don't yet have two results 
recorded in that table.
