I think that depends on the way it is presented.

Is it always an “overlay” we’re talking about then we should say so, if it’s also about integrating into the “current content" (like advertisements often do but also in our case) it may well blend in.

Not being able to use something has many different degrees and of course I also know the "very much irritating ways this can be done" but also the ones who blend in just fine and serve the purpose of selling more which forms the basis of much entrepreneurship.

The question remains what exactly hinders you / anyone else so the product will become unusable relative to unwanted.

Also I'm wondering about the definition of “initiated by the user”, is "visiting the page / certain pages" enough for being "initiated by the user"? Is hovering / searching / past behavior / past owning of products enough for being "initiated by the user"?

The problem is many people then can not use it because they have a disability.
So this should at least not be the case for critical services and services I pay for. I should be able to turn theses services off if they make the services unusabe for me.

The company / bank I work for is building a complete new environment using AI where we especially try to trigger customers into new products from our data / black box where this may and may not be related to main purpose.

Suppressing new content not directly related to main topic undermines the complete system and this SC in its current form will be ignored by definition.

I think we have to consider web sites where the advertiser is not 3rd party...
but rather a site that is a commercial site that has its own commercials.

The current wording would be:
  a mechanism is available for  to postpone or suppress new content that does not directly relate to the main topic or purpose of the content unless it is essential, initiated by the user, involves an emergency or if the content is not funded by the user or user representative and does not contain a critical service or important information.

we had these defined in earlier versions as follows....


critical service

[Proposed]

service that is needed to prevent significant harm, risk or loss such as: significant financial loss, illness, injury or deterioration in a patient's condition or effective loss of rights or freedoms

Important information

[Proposed]

information the user may need to complete any action or task including an offline task, or related to safety, risks, privacy, health or opportunities

funded by the user or user representative
proposed definition -
the user or a representative of the user, such as a gardeain, has paid money  to use the content or may spend money on the site such as,  eCommerce sites, or subscription services .

(this needs work but you get the point...)
