Quick follow up, if we separated focus styles that could be:

The visual presentation of non-text content has a contrast ratio of at least 3:1 against adjacent color(s) for each of the following

- Control indicators: visual information used to indicate state for active user interface components;
- Focus indicators: visual information used to indicate focus on user interface components;
- Graphical objects: parts of graphics required to understand the content.

Except when a particular presentation of the non-text content is essential to the information being conveyed.

David, does that help with your comment about focus?

Personally, I'd be happy to include focus as a 'state' in the first bullet, but I guess that got separated for a reason.
