I can live with <a>label</a> without visible if "images of text" is added. As for User Interface Component vs Control, I could go either way. I understand the logic that we use UIC more often that "control", however, when its a label, it will be rare that there will be a group of elements together. I think that "control" is more concise and less wordy description for a simple label.
