Hi Laura,
Good question. Lets talk about this tomorrow. In principle we want to
reduce the number of 'threads' so we don't really want new issues/PRs if
we can avoid them.
In our current model the comments should go on the PR - but if relevant
to the original issue then to my mind they should go there.
