ACT Framework update

Hello AG'ers,

It has been a little while since the last update from the ACT Taskforce. I
feel it is important to keep the AG group at large up to speed on what we
are up to and how things are progressing.

We have been hard at work putting together the first draft of the ACT
Framework. We are hoping to have a first version ready for you guys to look
at before the end of the month, and so hopefully some time early March we'd
like to publish this as the First Public Working Draft. If you can't wait,
the latest version of all the merged content is at
w3c.github.io/wcag-act/act-framework.html. There are also a number of pull
requests, if you'd like to see what we have been discussing lately. You can
find those here: https://github.com/w3c/wcag-act/pulls

Once we've got the FPWD out, we will start working on other parts of our
project, including a test suite, which will contain HTML files with
examples of WCAG passes and fails, that you can run accessibility tools on.
We will also start working on our first examples of ACT Rules.

All in all, lots done, but lots more to do!
