Retiring issue 57 line length

I just got off the phone meeting with the LVTF and the consensus is retire
Issue #57 Line length and let #58 Reflow cover this given their
interrelationship. This should address many of the concerns about the
confusion and overlap between the two, and also move us from 62 to 61 SCs
to vet. I am the manager for #58 and I'm staying in close contact with the
LVTF so their is continuity there.
