I wonder why it was decided to use github issues, rather than some form 
of actual files (say in markdown or similar) in a separate branch...then 
all the versioning etc would be handled in one place, and reviews could 
be done in a structured way (even at line-level, and/or with separate 
branches/pull requests).

Too late now though.
