I propose we move Interactive Element Contrast (Minimum) #issue 10 to AA.
As I started working on that proposed SC, it was in the LVTF as a Single
A...but now I see it's "sister" SC  Informational Graphic Contrast
(Minimum) is suggested for AA.

So...I expect a number of SC will migrate to a different level as they are
reviewed at the WCAG WG :)
