Silver Process and draft Work Statement

All,

We've created a page for the proposed Silver Design Process
<https://www.w3.org/WAI/GL/wiki/Process_of_Designing_Silver> as a result of
discussions at TPAC, basing it on the third option, the "Greatest
Flexibility Option
<https://www.w3.org/WAI/GL/wiki/Greatest_Flexibility_Option>" but with some
additions and edits based on the discussion notes
<https://www.w3.org/WAI/GL/wiki/Flipchart_transcript> (namely adding in
some more emphasis on design methods and communication).

We've also started drafting a Work Statement, the initial version I've
pasted in below:
Work StatementStatus

This is a Work Statement for the subgroup.  [Links to CfC]
Objective

The objective of the subgroup is to update the Web Content Accessibility
Guidelines following a research focused, user-centered design methodology
to produce the most effective and flexible outcome.
Approach

The subgroup will:

   1.

   Propose options of plans to update the WCAG WG; choose option
   2.

   Identify Stakeholders
   3.

   Design research studies and timelines to perform research
   4.

   Perform research; report on findings
   5.

   Interpret, analyze, and report on research findings
   6.

   Create and refine prototypes; choose option
   7.

   Write Requirements document
   8.

   Write editor’s draft for FPWD

Dependencies

The subgroup will coordinate with the Education and Outreach Working Group
where necessary to improve communication with the public, and improve the
writing, presentation, and educational value of developed materials.
Communication

All communications of the subgroup are publicly available.  Minutes are
public and archived as a W3C email list.  Some research results may be
anonymized.

Participants

To join the subgroup, individuals must be participants of the WCAG WG.
Participants are expected to actively contribute to the work of the
subgroup, including:


   - Minimum 8 hours per week of subgroup. This time counts toward the
   individual’s participation requirement in the WCAG WG.
   - Remain current on the email list and respond in a timely manner to
   postings
   - Participate in subgroup meetings, or send regrets to the mailing list.

the subgroup or with questions.
Patent Policy

The subgroup is part of the WCAG WG Charter

2004 Version). W3C maintains a public list of any patent disclosures made
in connection with the deliverables of the WCAG WG
