Yes - that is what it says the AUTHOR must do. To make content “Keyboard operable” you must make sure that it is operable via the content or user agent's keyboard interface. Then anything that feeds keystrokes to the user agent (browser) will be able to control the content. It might fit into Patrick's wider "input" conversation, categorizing input devices (camera, shaking manipulating, etc.) into three broad categories, with perhaps a special category.
