Should WCAG2.1 provide requirements or guidance on buttons vs. links?

I've started a Wiki page to begin the discussion about whether WCAG 2.1
should have some requirements or guidance about links and buttons. On the
page I've listed Recent IG list discussions and blogs about the topic.

​Twitter also lit up about it recently with a variety of opinions. Some
saying it's a trivial issue not important to Accessibility and others
feeling it is important for those navigating via button elements or Links
elements because they miss something in the other list. etc... and also
confusion about the behaviour, is it *going* some "where" or is it *doing*
some "thing" and then the mushy middle such as opening dialogues etc...
