[Jason] Could you be more specific about the scenarios that you have in mind? Resizing text without assistive technology cannot reduce content or functionality (up to the 200% limit, which could be extended, if so desired, under WCAG 2.1). Resizing with assistive technology presumably doesn't affect the layout, since screen magnifiers are transparent to the code and styles running in the user agent. Thus I'm not sure in what circumstances your issue occurs.
