Perhaps we can define the kind of content that is capable of being both responsive and useful, for example where a layout that does not require the viewport to be scrolled horizontally is feasible without undermining the purpose or usefulness of the Web page. Further thinking is needed here.
If we can't define appropriate preconditions, then any success criterion addressing this issue will need to be placed at Level AAA.
