I missed the start of the process, but I assumed that the extensions could only create new SCs?
A new SC could:
* cover the same topic (e.g. colour contrast), and
* change the criteria (e.g. have a higher luminance values for red because it affects colour blindness more), but
* not undermine the original (e.g. have a lower luminance value than 4.5)
So in effect it could change an SC, but only by addition, not subtraction.
I would suggest:
"Existing success criterion may be modified by a new success criteria, but the result must still satisfy the original WCAG 2.0 success criteria."
It could be “resulting requirements”, or “resulting criteria” to be more specific.
(Noting the excellent point on the call that the subject of that section is the SCs, not the web page.)
