Technically No becuaee SC 1.4.4 can be met through in page controls as well as following system fonts which follow the large text setting in the platform preferences.
Practically speaking blocking pinch zoom is the hallmark of this failure on mobile because other methods are not provided to meet SC 1.4.4.
