Proposals for open issues with no response

I'm trying to put together this week's survey, and I have come across
several issues marked as proposals for which there are extensive WG
comments, but no actual proposal for a response. Unfortunately, I can't
tell who edited the issues! I'd love to get these on the survey. If you
edited an issue, please let me know so we can see whether we can get a
response drafter and put onto the survey. The particular issue numbers are
